1. FTC investigating Microsoft, Amazon, and Google investments into OpenAI and Anthropic

The Federal Trade Commission is investigating the investments of big tech companies that provide cloud services to smaller AI startups like OpenAI and Anthropic. The FTC has sent letters to Alphabet, Amazon, Anthropic, Microsoft, and OpenAI, requiring them to explain the impact these investments have on the competitive landscape of generative AI.

The commission wants information on specific investment agreements, product releases, oversight rights, market share, competition, sales growth, competition for resources to develop AI products, and any information each company may have given to other government entities.

Meta has released a new prompt engineering guide for professionals and enthusiasts to enhance their prompting skills. The guide includes techniques such as styling, format, restricting, assigning roles, and incorporating a chain-of-thought for complex prompts. 

The guide provides detailed instructions, such as "explain this to me like I'm a beginner," asking for answers in desired formats, enforcing word limits or timeframes, assigning roles, and adding instructions for complex prompts. 4. X can’t stop spread of explicit, fake AI Taylor Swift images

Fake AI-generated images of Taylor Swift have circulating online, sparking mass outrage and potentially forcing a mainstream reckoning with the harms caused by spreading non-consensual deepfake pornography. The images began spreading on X, the platform formerly known as Twitter, and soon spread to other platforms like Reddit, Facebook, and Instagram.

Swift's predicament might raise awareness of the harmful nature of creating and sharing non-consensual deepfake pornography and inspire regulators to act faster to combat non-consensual deepfake porn. Some AI image generators have moved to limit models from producing NSFW outputs, such as Stability AI and Microsoft's Bing image creator. However, keeping up with reports of deepfake porn seems to fall squarely on social media platforms.

5. Google and Hugging Face unveil AI partnership

Google Cloud and open-source generative AI platform provider Hugging Face have partnered to enable developers to use Google Cloud's infrastructure for all Hugging Face services. The partnership allows developers to train and serve open models using Google Cloud's computing, tensor processing units (TPUs), and GPUs.

Hugging Face developers will have access to Cloud TPU v5e AI accelerators and future support for A3 VM virtual machines powered by Nvidia H100 Tensor Core GPUs. The partnership reflects Google's support of open source and aims to appeal to enterprises looking to move from ideation to implementation of generative AI workloads.
